Week 1
Name the decision the first report must support. Map sources (SQL replica vs extract vs API), grain, and owners. Decide Import vs a limited DirectQuery screen. Record gateway placement: On-premises Data Gateway (standard) on an IT VM, not a laptop.

Week 2
Stage keys (shipment, encounter, plant/order — whatever the industry spine is). Date table marked. Relationships as a star. Power Query folding checked with View Native Query. No report pages until the spine reconciles to source totals for three test filters.

Weeks 3–4
Headline, drivers, exception table. Sign-off against ERP/TMS/EHR totals. Performance Analyzer on the slowest visual before UAT.

Week 5
RLS roles, Entra group mapping, View as for three personas (including a user in two groups and a user in none). App audience is not a substitute.

Week 6
Publish to the named meeting. Watch whether the pack still opens Excel first. Handover: who owns refresh failures, who can publish, what the next backlog item is.
