Baseline before the program, then monthly. Soft NPS-style adoption scores do not fund admin time; incident and sprawl metrics do.
Hard metrics
- Net new workspaces per month (Admin portal / scanner API) vs policy target.
- Duplicate dataset names across workspaces sharing the same source connection string.
- Sev-1 refresh incidents (Status = Failed on board packs) and mean time to restore after GatewayNotReachable.
- Leaver access: hours from HR ticket to workspace/role removal (Entra group-driven RLS + View as smoke test).
Tie spend to movement
If workspace growth flattens but Failed refreshes do not, shift budget from “more training decks” to On-premises Data Gateway clusters and folding fixes (View Native Query). If duplicates drop after Deployment pipelines, keep funding promotion discipline. Avoid inventing revenue ROI; report avoided rebuild hours and reduced audit findings instead.
Publish the scorecard next to the Certified endorsement criteria so creators see why requests bounce.
